Ifには条件と間接疑問の両方の用法がありますが、この文頭で「そうであってもなくても」を表すにはwhether … or notが必要です。If … or notでは意図した譲歩の意味になりません。
I asked if the shop was open.のような間接疑問では、ifとwhetherを入れ替えられることが多くあります。ただしwhether to stayのような不定詞の前、It depends on whether he agreesのような前置詞の後、文頭でor notと譲歩を表す場合はwhetherです。Whetherはより改まった文章にもよく合います。
