Make ends meet meaning: getting by on little money

It means just about managing on the money you have. But it's only about money: when the details of a story don't fit together, English reaches for a verb from maths.

Make ends meet means to just about manage on your income, when there's only enough money for the basics. People say it about a salary, a pension or a grant, usually with struggle to or can barely. The phrase is neutral and works both in conversation and in an essay about poverty or prices.
