At all means in any way or to any degree, and it makes a negative stronger: I didn't sleep at all means I didn't sleep even for a moment. In questions, it means even a little: Do you speak French at all? It isn't used in ordinary positive sentences.

What changed
First versionI don't like at all the new design of the website.
RevisionI don't like the new design of the website at all.
At all goes at the end of the negative part, after the verb and its object: don't like the new design at all. It doesn't go between the verb and its object, so don't like at all the new design sounds unnatural.
Not at all can also be a reply on its own. To Do you mind if I open the window?, the answer Not at all means “I don't mind in the slightest”. In British English, it's also a polite reply to thanks: Thanks for waiting. — Not at all.

at all — The speaker means they had no time to read whatsoever, so the negative needs strengthening, which is what at all does. In general means “generally, overall” and doesn't strengthen a negative: haven't had time to read in general makes no sense in English.
