not only … but also는 '~뿐만 아니라 ~도'라는 뜻입니다.

Not only cycling saves money, but it also keeps you fit.
Not only does cycling save money, but it also keeps you fit.
Does cycling save money?
두 번째 부분의 also는 주어 뒤에 두고, be동사나 조동사가 있으면 그 뒤에 둡니다: but it also keeps you fit, but it was also full. She not only sings but also plays the guitar. not only가 주어에 걸릴 때도 도치하지 않습니다: Not only the students but also the teachers were tired.

was he — Not only가 문장 맨 앞에 있으므로 뒤에는 의문문 어순이 필요합니다. was가 먼저, 그다음 he입니다. he was는 평소 어순이라 Not only가 앞에 없을 때는 맞지만, Not only 뒤에서는 쓸 수 없습니다.
